I agree that even for __NO_LONG_DOUBLE_MATH we should provide *l prototypes (certainly for __USE_ISOC99, not sure about __USE_MISC alone), just redirecting to the non-l functions, though tgmath.h nor signbit/finite/... macros which just use sizeof obviously can stay as is.
