configure was built with an ancient version of libtool.m4 that doesn't
correctly support mips, mipsel, arm, and possibly others.  This
problem was fixed for 3.2/3.3 without relibtoolizing, existed while
gcc-snapshot was 3.4 (so is probably still in 3.4), and still exists
now.
