Maybe. My rationale was that it caused an error when I ran apt-get
upgrade, so it should be a higher-than-wishlist bug. As I said, I
don't really know which package needs the bug report, though... if
there's no way for you to tell update-alternatives to optionally
ignore that symlink if localepurge zapped it, it's probably either a
bug in update-alternatives or a policy violation in localepurge, I
suppose.
