Package: elpa-dape

k4r4b3y on IRC reported that the current elpa-dape is having the issue
described in this upstream issue[1].  Due to a limitation of package
version handling[2], dh-elpa detects that jsonrpc is shipped with Emacs
and considered the dependency as satisfied, where it actually requires a
newer version to work correctly.

I'm marking this bug as RC, and preparing emacs-jsonrpc for submission
in the meantime hoping to meet the Trixie freeze deadline for it to
get sponsored and graduated form the NEW queue.
