This isn't a severe enough issue to make an update to stable/bookworm.

Would you please try uninstalling elpa-org-mode as well as org-mode-doc?
Then install emacs-common-non-dfsg and try to reproduce this bug,
because it's possible that it is also present in src:emacs itself (Emacs
contains a bundled copy of org-mode).  If that's the case then we'll
need to clone this bug.  Please let me know :)

Hmm.  Please see the other org-mode and org-mode-doc bugs because your
suggestion touches on this: new org-mode-doc doesn't shadow old
Emacs-bundled copy of the info pages.
