Agreed. I'm thinking about filing an RM bug against cycle-quotes; its last release happened 4 years ago (although there are some non-useful new commits on https://github.com/emacsmirror/cycle-quotes), it fails to build with Emacs 28, has been blocked for 790 days, and doesn't have any reverse-dependencies.
