That file is not present on my system when installing version 1.21-1. Nor are any elc files left behind when removing elpa-csv-mode. So I don't know how to reproduce this; it seems a previous package upgrade / removal must have partially failed (or been interrupted somehow). Let me know if you have a recipe to reproduce this on a clean system (e.g. in a chroot). If the file /usr/share/emacs/site-lisp/elpa/csv-mode-1.20/csv-mode.elc is present after you remove the package elpa-csv-mode, it should be safe to delete it by hand. d
