Just to let people know, it was my mis-understanding of what 
display-battery was showing, not a problem with battery.el.  It is 
showing approximately 80% because that appears to be the current full 
capacity relative to the design capacity.

design capacity:         47520 mWh
last full capacity:      39240 mWh
[ rest deleted ]
39240 / 47520 is about 0.825...
In contrast, acpi indicates 100% charged.
