I've uploaded the latest version of apt-utils.el, and it can be found
at:

This package allows browsing of apt-cache search/show information from
within Emacs, with hyperlinks to related packages (e.g., from the
Depends: field), and keystrokes to visit changelog and README files.
This isn't part of Debian, but if any Debian developers are interested
in packaging it, please contact me.
