Thank you so much for your very useful information. I think you are right. Is it possible to fix it by correct a compiled file mule-init.elc directly? I have tried it but it does not work. When XEmacs is started from the environment of LANG=zh_CN.GB2312, the error message "Language environment not defined: 'Chinese'" still appears. Maybe I have to correct the source of mule-init.el.
