IIRC, we already discussed about this before. I do not see why a package containing only that file would be problematic, or not beneficial. Is disk occupancy the problem? Remember that putting the file in emacsen-common will make it appear in every box that has a flavor of Emacs installed, even if the users are not expected to do Debian package development. This would be a real bloat. In our archive, there are already a couple of small packages containing only emacsen add-ons, like prcs-el and octave2.0-emacsen.
