debian-startup.el is in the emacsen-common package, byte-compiled
separately for each flavor of emacs you run. You can find it in
/usr/share/emacs/site-lisp/debian-startup.el. In general, emacs-lisp
packages are placed in /usr/share/emacs/site-lisp and only the
specific byte-compiled version for each flavor will be in
/usr/share/<flavor>/site-lisp/.
