I am following up this bug report to the debian-emacsen mailing list,
because this is a issue that can raised for other emacsen add-on packages.

The Debian Emacs Policy document says nothing about making
/etc/emacs/site-start.d/* conffiles or not. 

What should be done?

The emacs script /etc/emacs/site-start.d/50ibrazilian.el is incorrectly
marked as a conffile.  It should be a regular file; this is not a file
users or system administrators are expected to modify.

This is a normal bug, but if any errors crept into the script, they would
make this into a critical bug.
