What they don't explain is that new-maintainer is closed, you have to use the sponsoring system <http://www.internatif.org/bortzmeyer/debian/sponsor/> in the mean time (or to create your own APT source with dpkg-scanpackage, if so register it in <http://www.internatif.org/bortzmeyer/debian/apt-sources/>).
