the rationale behind two logos is that one is a "debian is cool" logo and another is a "this is official debian" logo. they should look different enough that you can tell whether someone is merely praising debian or actually shipping it. i agree, though, that there should be no restriction that the logos actually chosen must both be drawn by the same person.
