Indeed, why don't we do that instead of complicating the CD making
process with a new dpkg-scanpackages?

This new method can say 'Stick in a CD' during Update, copy the package
file add X-Media to each Package: section and feed to to dpkg
--merge-avail, then it can repeat for each CD the user has. This would
even scale to Debian Official and a Extra CD'o'Stuff (3 binary CD's)
quite nicely. When you grab the package file you can also record something
unique about the CD so you can tell if the right one has been inserted at
a later date.

It would mirror the technique I plan to use in APT.
