Because of US export restrictions on software containing cryptographic code. The version that's available from ftp.debian.org and its mirrors ("mutt") is compiled without PGP support. The international version (available from nonUS.debian.org and its mirrors) is compiled with PGP support ("mutt-i"). In the past, there was no crypto code in mutt, merely hooks, which we considered safe. Now the crypto version of mutt is developed in Germany, and this version actually contains crypto code itself, not just mere hooks; it can therefore not be exported from the US, and is therefore not available from the regular Debian sites.
