There is no mechanism for automatic binNMUs for packages that depend on it 
either :) It's done by the Release Team manually based on the package list 
generated on the transition tracker page. So what you want can be done either 
by making a similar tool and integrating it into the Release Team workflows, 
or, probably, changing the transition tracker condition for your specific 
library (ffmpeg) to also match Recommends. I don't think most of other shared 
library packages are in some Recommends.

The transition tracker can use Recommends, see some old transitions for
