It is a community-driven fork of the original QuickJS project. This fork of quickjs is much more maintained and it seems that upstreams don't agree to merge both projects. Also this fork allows one to build a shared library, so hopefully debian packages will make use of that instead of embedding from source. To avoid confusion, a new package is created.
