Actually, copyright violations are not the only kind of reasons for needing to remove a package as fast as possible. I think that it would be good to have at least a risk assessment and a plan. Not sure if it was the intention of Andreas, but it would make sense to me that our delegations make sure we have a common understanding of who is in charge of what in case of emergency.
