This is still correct. Because the way subscriptions in debbugs is implemented isn't complete, there's no way to allow people to opt in or opt out of messages both for submitters, uploaders, or random bystanders. The PTS solves this to some degree, but actually fixing this correctly requires a level of code change to the current version of debbugs which isn't likely to happen any time soon.
