I'm pretty sure I could find some info on the format of the Contents files (they seem to be pretty much "path <whitespace> section/pkgname"), but if your question is really about reprepro, then take a look at the "Contents" option in the definition of a distribution (the conf/distributions file); putting "Contents:" on a line by itself will make reprepro generate the files.
