The bug was closed and marked as fixed in Version 2.2.12-0.1 at https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1051563#20 and Antonio told the BTS "No, that is true" ("reopen 1051563") and the BTS implemented this command. The reopen should not have happened and should have been reverted. The documentation given in the original announcement when version tracking was introduced [1] still applies.
