with an external monitor attached, closing the lid or issuing
  xrandr --output eDP-1 --off
to disable the laptop screen.

   * What exactly did you do (or not do) that was effective (or

 close laptop lid or issue above xrandr command
 
   * What was the outcome of this action?
the usbmouse and keyboard lag

   * What outcome did you expect instead?
normal behaviour of usbmouse and keyboard

Note: By issuing
xrandr --auto
usbmouse+keyboard return to normal, but the laptop screen is on, even
if lid is closed
