Well, gitlab is not the only git based collaboration platform out there. I'm 
sure some of the alternatives will have a longer release cycle compatible with 
Debian stable releases. Those who care about it can certainly contribute to 
those and promote them. The fast paced development also means it brings out new 
features faster and apparently many people take that tradeoff currently with 
gitlab (not just Debian, other Free Software projects like gnome, KDE are 
either moved or moving to gitlab).

Also if there is a strong interest in LTS releases, gitlab is Free Software and 
others can maintain backports of security releases.
