It converts DVI, EPS, and PDF files to the XML-based scalable vector graphics format SVG. - Until now the dvisvgm is packaged/bundeled w/ the TeX Live package. This creates issues (#926701), hence TL upstream recommends to build the package separately. - We'll maintain the package in the Debian TeX team.
