I thought there was a technical reason why OpenStack packages
had to drop Python 2 support.

The existence of this team member is actually a good sign that there
will be many more users whom you would cause problems without these
Python 2 modules.

In practice "problems" might often imply "you cannot upgrade to buster"
or "you cannot use Debian".
