Please use C.UTF-8 instead. The "C" locale is inappropriate in any case a non closed-class string may be outputted. Not sure if apt itself can print any metadata on a dist-upgrade (such as short desc: 185 packages, long desc: 489, maintainer's name: 2786), but maint scripts of programs being installed can.
