Which says | purposes of this server: | archive.debian.org - historical debian releases | bugs-search.debian.org | cdimage-search.debian.org | manpages.debian.org - disabled because it breaks the host and we are waiting on the maintainer to move it to a new host | mirror-master.debian.org | misc services So it is a known issue. And the blocking issue seems to be "manpages group access and dependencies install". Which seems to be documented at RT#6485. I did visit https://rt.debian.org/ Needed another websearch.
