For the notification in (1), I would guess filing a "intend to adopt" bug against the package (not against wnpp) should be enough? The maintainer would get that mail. The mail should state that one wants to adopt the package in case there are no objections in ${N} days. How the adoption happens (upload to DELAYED/${N}-day or manual upload after ${N} days) is an implementation detail and shouldn't matter. In case of disagreements on the question whether the package needs a new maintainer or not, the bug could be referred to the tech-ctte. Ansgar
