An interesting idea in theory, but it would break down when you consider team-maintained packages. For example, I've been trying to get a script into devscripts for years. Let's assume that my script gets accepted. Would that mean that I should not be a member of the team maintaining that package: in which case, what about other packages maintained by the same team? Or other scripts in the package?
