* What led up to the situation?
Create new account using the GNOME account manager in "settings" and select the
option "choose password at first login".
* What exactly did you do (or not do) that was effective (or
ineffective)?
Logout and in the login screen select the new user.
* What was the outcome of this action?
Impossible to login with new user. No new password is asked.
* What outcome did you expect instead?
The login screen should ask a new password for the new user.
