Well, there may be a few interesting pieces left, but it's heavily outdated: - /var/www is no longer the default docroot - It is no longer recommended to create a conf in /etc/PKG/ and a link to it from /etc/apache2/conf.d/ Actually, that directory doesn't even exist any more, so this is a really bad idea... I would rather suggest reading https://wiki.debian.org/Apache/PackagingFor24 The new system is more complex, but it includes a lot of nice features, like preserving the links removals by a local administrator upon package upgrades, dependencies between modules, debhelper integration to generate maintainer scripts snippets, and so on...
