That's my recollection as well. This particular package has (IIRC) bitten us in two cycles now with arguments between the maintainer and others about what was appropriate. It might be a sufficient solution to this issue to make it clear in policy that during freeze, it's not appropriate to upload packages to unstable that will prevent reverse build-depends from being built in unstable and migrating to testing.
