Created new account using the GNOME account manager in "settings". * What exactly did you do (or not do) that was effective (or ineffective)? Instead of typing and confirming a password for the new user I chose the option to "choose password at first login". * What was the outcome of this action? On the login screen I clicked on the new user's name and entered an initial password. The system refused access for that new user. It also did this when I entered a password that is complex enough to be accepted had I used the option to chosing a password before first login (tried it with the exact password). * What outcome did you expect instead?
