There is also a hard-coded list of packages to be restarted if
installed (and configured) in the postinst scripts of libc6 and (at
least) libssl1.0.0 in case of they're upgraded to catch the most
important packages (like Apache, OpenSSH, etc.)

For all other needs of fully automatic service restarts I recommend
needrestart as already mentioned by Jonas.
