It would be nice to get Debian's support for C.UTF-8 pushed to upstream
glibc. At present, it's patched in by some (not all) distributions,
which means that upstream authors can't rely on it being available.
For some of my software it'd be really useful to have a predictable
UTF-8 locale for running tests, etc.
