I'm actually not convinced to remove base from reportbug. I can understand that several (if not most/all) of bugs against 'base' are wrongly directly, but reportbug is just a tool to interact with the BTS, so as long as BTS has 'base' I guess reportbug should still allow to report a bug against it. What we can do is to limit to specific modes of reportbugs, like 'advanced' or 'expert' and for the "lower levels" redirect to debian-users (?) ml.
