If your source builds arch-all packages, this has actually worked for a long time already. The changestool utility from the reprepro package can be used to manipulate a .changes file as needed. For instance, the way my tor-package build machinery works, I end up with a source-only .changes file (created by dpkg-genchanges -S) and then add the .all package using changestool adddeb.
