By full-featured menu you appear to mean a hierarchical menu instead
of a searchable flat menu. You can get that in GNOME 3 by installing
gnome-shell-extensions and gnome-tweak-tool, running gnome-tweak-tool
and enabling the "Applications menu" extension. Alternatively you
could switch to one of the desktops that include a hierarchical menu
by default, including KDE Plasma Desktop, Xfce, LXDE, Enlightenment,
awesome, fluxbox etc.
