You don't need to jump through those multistrap hoops anymore. You need to recompile the kernel with CONFIG_X86_X32=y, but after that you can use any chroot-like setup of your choice. Point debootstrap to the archive at http://ftp.debian-ports.org/debian -- it has all required bits.
