No, you're right, this could definitely be the reason. Mark changed the architecture for libsane-common from "any" to "all" which would mean the package isn't built during a binary-only build! The build log for i386 actually states "Generating sane.ps from sane.dvi...". However, I think the buildd is probably disregarding the package due to the architecture set to "all" for libsane-common.
