Indeed. I was fairly certain that a policy decision about this was made
at some point around ten years ago, but after a bit of searching it
seems to me that this isn't actually the case.

In 2001 AJ listed a bunch of technical reasons why source only uploads
can't currently be done (

). After that the next relevant mail seems to be the fairly recent
https://lists.debian.org/debian-devel-announce/2009/11/msg00001.html
from Ganneff. My own (grep-friendly) d-d-a archive only goes back to
2002 so it's possible that there was another relevant mail in between,
but my google-fu simply isn't strong enough to find it..

I find it hilarious that we seem to have been waiting for a couple of
rather minor technical fixes for the past 12 years or so.
