I didn't try to reproduce this but most likely it has nothing to do with boot partition. I had similar problem with mounting any ext4/external_journal partition after reboot because sd[a-z] mappings are not persistent. Therefore there is no guarantee that "sda" will be associated with the same device on next reboot. For example if you have two hard disks A known as "sda" and B known as "sdb" then after reboot you may have disk B mapped to "sda" and A bound to "sdb".
Also this problem is probably not specific to Debian in any way.
