I don't think there's a central place for complete documentation for most if not all index files, the times that I've had to check this stuff out, I've had to read various projects source code (dak, apt, dpkg-scan*, etc). I've had in mind for a while now to add man pages for the indices to dpkg, even if there's currently no dpkg-dev script making use or generating Releases files, I think it makes sense to put it there as it's on the lowest layer of the stack.
