I was quite careful to ensure that this was not a problem. Per groff's "LICENSES" file, all files that are part of groff are licensed under GPL v3 or later, even if they also bear other licences. There is a specific clarification of this in groff/debian/copyright. Please check the other packages you listed manually before filing any bug reports.
