It seem you haven't read ssh's man page propperly... Use 'ssh-agent bash' (
or whatever shell you are using, tcsh, yuck.. :) then use 'ssh-add' which
will then tell each ssh/scp client your passphrase...

'man ssh' will tell it all... :)
