The clock for questioning if maintainer might(!) be MIA started back 
then.

The clock for hijacking never starts - that's not how Debian works!

Specifically, bug#599617 is a wishlist issue, so no big deal in itself 
that it has gone unnoticed for ages.

File bugs if bugs exist.

Do the MIA process if that is deemed necessary.

Don't hijack. Ever.
