DEP-8 currently appears to define no way to discover which packages contain debian/tests/control files. The only way to discover this is to unpack the source package.
I think it would be helpful for this to be advertised as a bit in the .dsc file, which would make it easy to scan for such packages in a Sources file. Perhaps something like "Autopkgtest: yes"?
