Like you want. One possible approach is to generate them at build time based on the current vendor, i.e. have debian/foo.postinst.in and apply some sed magic to get the result you want. For .install file, maybe you can take advantage of the fact that they can be executable scripts nowadays and just embed the dpkg-vendor check in the .install script...
